Abstract
This study explores the evolution of middle power diplomacy in the context of increasing multipolarity and uncertainty in global affairs, and investigates the theoretical feasibility of cooperation between geopolitically dissimilar middle powers. The paper proposes a novel classification framework distinguishing between “geopolitical middle powers” (e.g., Brazil) and “non-geopolitical middle powers” (e.g., South Korea), and conducts a comparative analysis of their foreign policy strategies based on three analytical dimensions: geopolitical structure, strategic autonomy, and networking modality. Despite their contrasting approaches, Korea and Brazil are found to possess complementary strengths in addressing key global issues such as climate change, food security, and digital governance. This research proposes a hybrid cooperation model that integrates technological, normative, and resource-based assets between the two countries, offering a strategic vision for enhanced middle power diplomacy. The paper contributes to the theoretical expansion of middle power studies, formalizes the concept of hybrid diplomacy, and highlights the strategic potential of cross-regional cooperation between structurally distinct middle powers. It concludes with policy recommendations for Korea–Brazil collaboration in shaping a balanced, rules-based international order.
