Abstract

This study compares and analyzes the obesity trends and policy responses in five Latin American countries—Mexico, Brazil, Chile, Uruguay, and Argentina—identifying both commonalities and distinctive features in the processes of health inequality and nutritional transition. The analytical framework integrates the Social Determinants of Health (SDH), Health Inequality Theory, and Nutritional Transition Theory. Drawing on WHO and OECD statistics, national public data, and existing scholarly literature, the study finds that all countries share common patterns: increased consumption of ultra-processed foods, erosion of traditional diets, and declining physical activity. By country, Mexico implemented the world’s first sugar-sweetened beverage tax in 2014 and a comprehensive front-of-package warning label system in 2020, positioning itself as an early policy innovator. While these measures led to a short-term decline in sugary drink purchases, the country remains among the world’s highest consumers of such beverages. Rural and low-income populations experience a “double burden” of obesity and micronutrient deficiencies. Brazil combined social protection programs with national nutrition guidelines, but entrenched racial and socio-economic inequalities limited policy impact. Chile established a globally recognized regulatory model through strong warning labels, advertising restrictions, and school-based food sales bans, yet health literacy disparities constrained benefits for some groups. Uruguay leveraged its small size to rapidly implement reforms, including school meal guidelines and warning labels, but persistent socio-economic disparities maintain high obesity rates among low-income women. Argentina, amid prolonged economic crises and inflation, has seen a worsening “double burden” of malnutrition as healthy food becomes less affordable. The study underscores that obesity is a structural and multidimensional social problem. Future policy design should integrate strategies to reduce socio-economic inequalities, manage the trajectory of nutritional transition, and respond effectively to macroeconomic challenges.
