Este artigo avalia as relações diplomáticas entre a Coreia do Sul e o Brasil e analisa a necessidade de uma estratégia de diplomacia do soft power para o desenvolvimento de relações bilaterais. De acordo com o objetivo deste estudo, a análise do desenvolvimento diplomático nos últimos 60 anos confirmou que a relação bilateral evoluiu para uma estrutura assimétrica, o que exigiu a estratégia de diplomacia em soft power proposta por Joseph Nye. As estratégias de diplomacia do soft power, diferentemente do conceito de poder realista, reforçam sua capacidade diplomática por meio da cultura, ciência, tecnologia e educação. Com base no conteúdo do “Soft Power 30”, que avalia objetivamente o soft power, descobrimos áreas que podem ser desenvolvidas pela comparação do soft power entre a Coreia do Sul e o Brasil. Como resultado dessa análise, como meio de expandir e aprofundar o relacionamento entre os dois países, sugeriu formas como a cooperação sul-sul e triangular na cooperação internacional para o desenvolvimento, cooperação científica e tecnológica e intercâmbio cultural.
Abstract
This paper evaluates the diplomatic relations between Korea and Brazil and analyzes the necessity of a soft power diplomacy strategy for the development of bilateral relations. According to the purpose of this study, the analysis of diplomatic development over the past 60 years confirmed that the bilateral relationship developed into an asymmetrical structure, which required the soft power diplomacy strategy proposed by Joseph Nye. Soft power diplomacy strategies, unlike the concept of realistic power, reinforce their diplomatic capacity through culture, science, technology and education. Based on the contents of "Soft Power 30" which objectively evaluates soft power, we have found areas that can be developed by comparing soft power between Korea and Brazil. As a result of this analysis, as a means of expanding and deepening the relationship between the two countries, it suggested ways such as cooperation of south-south and triangular cooperation in international development cooperation, science and technology cooperation, and cultural exchange.
