Abstract

Package”and “2030 framework for Climate and Energy Policies” with emphasis on the expanded use of the EU ETS and the EU CCS in reducing greenhouse gas emissions. The aim of the paper is, first, to analyze the prospect of the two greenhouse gas emission reduction measures that the mid and long term policies have in common based on the current state of the policies including their backdrop developments. And furthermore, the paper is to bring forward another prospect of the “2030 framework for Climate and Energy policies” based on the prospects. Aviation incorporation, NER 300, inclusion of Nitrous Oxide and Perfluorocarbons into the EU ETS are not expected to have much impact on the EU ETS as a whole due to the relatively small amount of the allocated allowances under the EU ETS. But, the EU level caps, benchmarking-free allocations and phase-in of the auctioning could keep allowing the CEEC of the EU to resort to free allocations to some extent for competitiveness of their industries. High level of greenhouse gas reduction technology sharing in technology and coordination and cooperation in the policy are required to brace up for that. In EU CCS, financial liquidity, the level of acceptability of carbon dioxide storage and the lengthy and compulsory storage maintenance period can be detrimental to development of the EU CCS. Yet, Enhancing promotion and enlightenment of CCS by the advanced technology holding member states to states that opposed to the storage even with geological acceptability can accelerate the commercialization of the EU CCS with state level financial aid. The EU is expected to put more efforts on the EU ETS than the EU CCS in a bid to reduce greenhouse gas emission reduction as it is in more developed state than the EU CCS in nearly every respect. The EU has showed its flexibility in making amendments regarding the EU ETS during the 1st and 2nd trading period prior. Along with this, compromise and cooperation among the Member States of the EU in terms of sharing technology and developing policies in both of the areas will enable the EU to achieve the reduction goal of “2030 framework for Climate and Energy Policies” as it has achieved the Kyoto Protocol’s.
