Abstract
The Green New Deal is being emphasized as an important recent discussion to solve the climate change problem. In this regard, in this study, noting that the recent CCUS policies and systems of European countries such as the UK, Germany, and Norway are showing significant changes from a negative or reserved position to an active position, we wished help the improvement of the implementation of CCUS and carbon emission trading systems in Korea. It is especially intended to help with legislative policies that can be considered. The attitude of the EU, which has been known and organized in Korea, should be revised from a negative or reserved position to a positive position. As a first change, the EU presents a big picture of achieving overall CO2 reduction by transporting and storing carbon dioxide, which is generated a lot in European industrial areas, to non-industrial areas such as the Norwegian sea. As a second change, the carbon reduced through CCUS is exchanged for carbon credits, thereby creating a new environmental market by actively linking the environment and the market. Carbon dioxide reduction through CCUS was evaluated as an incentive through the carbon emission trading system, and it was possible to create huge profits as well as profits through industrial product production. The cap-and-trade method and the baseline and credit method are discussed, but tax benefits may also be added. The huge environmental market is growing continuously and effectively. This change in Europe can be said to present the following policy tasks to us. First, looking at the changes in European CCS and CCU legal policies and the full-fledged implementation of the carbon emission trading system, we must pursue the same legal policy goals in common. To do so, it is necessary to continuously prove and persuade through scientific and objective evidence to respond well to the increased public interest in CCUS. Second, the responsiveness and adaptability of climate change must be promoted by connecting the environment and the market as seen in the carbon emission trading system. We must not promote only microscopic reductions of carbon dioxide directly, but in combination with the Fourth Industrial Revolution, we must make macroscopic changes in the direction of replacing or reducing carbon dioxide in industrial and social structures. The responsiveness of the former and the adaptability of the latter must be promoted in a harmonious manner. Third, it is necessary to clarify the responsibilities of the operators of CO2 storage facilities, regardless of state agencies, gas infrastructure companies or exploration and production companies. In order to better develop the finance, insurance and markets related to CCUS, the responsibilities of those involved must also be clearer. Fourth, it is necessary to ensure that CCS and CCU technologies and projects are suitable for public support systems that can be used in various stages of development, including R&D, demonstration projects, and initial infrastructure construction. It is important to make it recognizable that the CCS and CCU are economic activities contributing to climate change mitigation in a taxonomy developed in the context of the Action Plan on Sustainable Finance. Fifth, cooperation between countries is necessary in the international community. In Europe, in order to achieve the EU 2050 climate ambitions, Member States have developed specific deployment strategies and support policies of the country and NECP (Clean Energy for all Europeans Package-) for CCS and CCU. Explain that they are doing and are seeking cooperation. Sixth, cooperation of all parties related to the environmental chain is necessary. Encourage the promotion of appropriate geological and infrastructure information sharing among countries, institutions and companies involved in the environmental chain, and encourage the development of CO2 storage maps for appropriate storage complexes. Seventh, public financial support is needed until economies of scale are achieved, especially in the early stages of building the CCS and CCU value chains. Recognizing these changes in the EU's CCUS, and referring to implications, domestic legislation should be promoted quickly and concretely.
