Abstract

This study reviews European car industries' lobby to EU's FTAs with Korea, Japan and USA. Largely composed of large companies or industrial groups, European car makers have been very active players in European lobbying from the very early stage of European integration. They have managed closed relation with European authorities in regulation setting in automobile sector. Representing European car industries vis-à-vis the European institutions, European Automobile Manufacturers' Association (ACEA) has been closely involved in consultation process in industrial regulation at EU level. ACEA has shown very critical and defensive style of lobbying to EU's FTAs with Korea and Japan, while it has been very cooperative for EU's negotiation with the USA in view of Transatlantic Trade and Investment Partnership (TTIP). For the latter, ACEA has never expressed negative views or opposing opinions and it has advocated that US regulations related to car industries are equivalent to those of the EU in their objectives and effectiveness. This difference in lobbying to different FTAs stems from several factors, such as the strategic decision of the ACEA, European trade surplus in automobile sector vis-à-vis the US and long-dated experiences of transatlantic cooperation in regulatory dialogue. It is noteworthy that from the beginning the European Commission and US Trade Representative invited the both European and American associations of car makers to the sideline of the negotiation of TTIP as active participants.
