초록

This paper examines the current status, objectives, and roles of EU tourism policy from the perspective of social tourism. The EU’s perspective of social tourism is further divided into the categories of sustainable tourism and accessible tourism, and industry objectives are established and support programs are applied accordingly. EU Tourism Policy for social tourism is a comprehensive system in which detailed policy support plans are formulated from the perspective of the three requirements for sustainability—economic, socio-cultural, and environmental—and concerned parties are connected and resources are supported through detailed processes in which the sources of disparities in accessibility are identified and roles are delegated at the national, community, and regional levels. The social tourism policy support system provides a clear idea as to the nature of the concepts that must be prioritized in support for national tourism industries. That is, if the focus is placed only on the improvement of competitiveness, the areas for support such as facilities and promotion are narrowed, and at the same time, the support policies are operated only at the national or local government level, resulting in high costs and significant systemic fatigue.
