Abstract

This study attempts to analyze the Kyoto Protocol and policy approaches of EU and its major member countries for addressing the threat of global climate change. The paper mainly aims at reviewing climate change response policies and strategies of EU and selected countries, focusing particularly policy histories and the use of the Kyoto mechanisms (Emissions Trading, JI and CDM) and carbon funds. The analytical review and policy recommendations are multi-fold. First, the Korean climate change policies should focus on integrated policy design including socio-economic, industrial, and diplomatic policies as well as climate change policies. Second, the technological cooperation and commercialization of abatement technology will play pivotal roles to cope with challenge of climate change and national competitiveness. Third, it is also important to find optimal policy mix by implementing policy analysis. Finally, since the climate change task is multi-faced, it is evident to establish multi-level governance.
