본 논문은 독일사회에서 중요한 사회적 의제 가운데 하나인 젠더평등(gender equality) 을 시민권(citizenship)개념과 연관 지어 고찰하려는 시도로, 세 가지 시민권 즉 정치적 시민권, 사회적 시민권, 시민적 시민권을 중심으로 대표적인 젠더정책의 사례인 정치적 대표성 확대, 일과 가정양립정책, 그리고 차별금지정책을 분석하여 독일 젠더정책의 변화 및 특징에 대한 포괄적인 분석을 시도하고자 한다. 본 논문의 구성은 다음과 같다. 먼저 Ⅱ장에서는 시민권과 젠더평등정책의 변화에 대한 이론적 논의를 전개한다. Ⅲ장에서는 정치적 시민권에 대한 논의로 여성의 정치적 대표성에 대한 사례분석을, Ⅳ장에서는 사회적 시민권에대한 논의로 일과 가정의 양립정책에 대한 사례분석을, Ⅴ장에서는 차별금지정책을 통해 시민적 시민권에 대한 논의를 시도한다. Ⅵ장에서는 세 가지 젠더정책 영역에 대한 비교분석을 통해 독일 젠더정치의 변화에 대한 평가 및 전개방향에 대하여 전망해보고자 한다.
Abstract
The purpose of this article is to analyze current debate over policy change and the direction of German gender politics by analysing the issue of gender equality combining of citizenship. The case studies of gender equality are women’s political representation in parliament(political citizenship), reconciliation policy(social citizenship), and antidiscrimination policy(civil citizenship). Based on these issues raised, this article is organised into five sections. The First section introduces analysing citizenship and policy change. From the second section to the four section are case studies which include political representation in parliament, reconciliation policy, and antidiscrimination policy form the perspective of citizenship. Finally the five section examines the changes in the direction and characteristics of gender policies in Germany as a result of comparing policy change across citizenship.
