Abstract

This paper examines the evolution of Turkey’s defense industry through the lens of the institutionalized defense cluster, highlighting the structural conditions that enable late-industrializing states to develop defense clusters as strategic assets. Unlike conventional industrial cluster theories, which emphasize spatial or technological concentration, this study argues that the defense sector requires a distinct analytical approach—one that incorporates the interplay of security imperatives, political legitimacy, and institutional design. The research establishes a composite framework, integrating institutional theory with cluster-based industrial policy, and applies it to Turkey’s defense policy trajectory. Four distinct phases are identified: (1) a period of external dependence following NATO accession, (2) a phase of civilian–military industrial bifurcation during industrialization, (3) the consolidation of strategic planning with political leadership in the 2000s, and (4) the recent expansion and systematization of defense clusters. In this context, institutionalized clusters are conceptualized as policy ecosystems that integrate planning, R&D, corporate collaboration, workforce development, and export orientation under a coordinated governance model. The paper offers empirical insights into key regional clusters in Turkey: Ankara (R&D-driven), Izmir (aerospace and training-focused), Eskişehir (military aviation support), and Istanbul (production and commercialization via the SAHA initiative). These clusters illustrate functionally differentiated roles shaped by local industrial bases and national policy objectives, anchored by central institutions such as the Presidency of Defense Industries (SSB). Turkey’s experience suggests that defense clusters can serve broader strategic functions, including the cultivation of national identity and autonomous defense capabilities. The findings present policy relevant lessons for countries like South Korea, which are actively pursuing cluster-based defense strategies under evolving geopolitical and industrial conditions.
