장 모네는 지속 가능한 경제 공동체 제안으로 인류 역사상 가장 참혹했 던 전쟁의 상흔을 극복하고 유럽의 항구적 평화 체제 구축에 지대한 공헌 을 했다. ‘공동의 이익을 체계화하여 갈등 문제를 해결하는데 탁월한 능력 을 보유했던 장 모네는 유럽경제공동체 창설이라는 실용적인 접근으로 유 럽의 오래된 갈등과 미래의 안보 위협을 해결했다. 우리가 유럽경제공동체 의 사례를 한반도와 동아시아에 적용할 때 모델이 아닌 유럽의 구체적인 경험을 통해 얻어야 하는 중요한 시사점이기도 하다. ‘공동의 이익을 찾고 시장을 형성’하는 것에서부터 우리는 한반도를 둘러싼 갈등 문제를 해결할 수 있는 길을 찾을 수 있을지도 모른다. 본 연구가 지속가능하고 안정적인 동아시아 평화 체제를 위한 협치의 아이디어와 민주적 리더십을 모네의 구체적인 경험에서 찾는 이유가 여기에 있다. 본 연구는 통합, 협치, 그리고 혁신이라는 리더십의 관점에서 모네 활동 의 성격과 유럽통합 성과를 재조명하는 데 주요한 연구의 의미를 지닌다. 왜 이 시점에서 모네의 리더십 연구가 필요할까? 모네의 리더십이 갖는 오늘날의 가치가 한국이 당면한 민주주의 회복 및 동아시아 긴장 국면에 실질적이면서 구체적인 아이디어를 제공할 수 있다는 점에서 중요하기 때 문이다. 특히, 동아시아는 주변 강대국들과 미국의 다양한 이해가 만나 충 돌하는 지역이다. 이상적이기보다 구체적이고 실용적인 해결책과 유연한 방향성의 제시가 매우 절실하다. 이러한 문제의식과 함께 본 연구는 모네 의 유럽통합 활동을 리더십의 관점에서 재조명해 현재 한국이 당면한 위 기와 도전에 어떤 시사점을 줄 수 있을지 고민해 보고자 한다
Abstract
Jean Monnet played a vital role in healing the wounds of Europe’s devastating wars by helping to create a sustainable economic community and laying the groundwork for lasting peace. His ability to resolve conflicts by building institutions around shared interests was key to addressing long-standing tensions and security concerns in Europe. Through the pragmatic creation of the European Economic Community, Monnet offered a concrete model for cooperation. When thinking about how Europe’s experience might inform approaches to peace on the Korean Peninsula and in East Asia, it is important to go beyond abstract theories. What matters are the real lessons from Europe’s history. Institutionalizing shared interests and creating a common market could offer practical ways to ease regional conflicts and promote security. This study seeks to draw from Monnet’s leadership and experience to propose ideas for cooperative governance and democratic leadership, contributing to a sustainable and stable peace framework in Asia. This research aims to reassess Jean Monnet’s leadership and the accomplishments of European integration from the perspective of leadership characterized by integration, cooperation, and innovation. Why is it timely to revisit Monnet’s leadership today? The relevance lies in its potential to offer concrete, practical insights into pressing challenges currently facing South Korea—most notably, the need to restore democratic governance and manage escalating geopolitical tensions in East Asia. This region is characterized by the overlapping and often conflicting interests of major powers, including the United States and neighboring countries. In such a complex environment, abstract or idealistic solutions are insufficient; what is needed are pragmatic, flexible strategies informed by historical experience. With this in mind, the present study reconsiders Monnet’s role in European integration from a leadership perspective, seeking to draw lessons that may inform South Korea’s response to its current crises and strategic dilemmas.
