방위산업 후발국의 추격과 발전패턴: 한국과 이스라엘의 사례연구

초록

본 연구는 후발국 방위산업이 어떠한 패턴으로 발전해 왔는지 확인해 보고,한국 방위산업의 발전을 위한 시사점을 도출하고자 하였다. 이를 위해 후발국추격문헌에서 사용되고 있는 ‘위기조성(crisis construction)’이라는 개념을 도입하여, 후발국 방위산업은 크게 ① 안보위기 조성, ② 경제적 유인 제공, ③ 경제적 위기 조성이라는 단계를 거쳐 발전한다는 프레임워크를 제시하였다. 본 연구에서는 이 프레임워크를 활용하여 한국과 이스라엘의 방위산업에 대한 사례연구를 수행하였으며, 두 국가의 방위산업 모두 세 단계를 거쳐 발전해 온 것으로확인하였다. 이러한 연구를 통해 본고에서는 후발국 정부가 방위산업을 국제적수준으로 육성하기 위해서는 경제적 차원의 유인보다는 위기조성이 더욱 필요할 것이라는 시사점을 도출하였다.

Abstract

This paper aims to identify the patterns of catch-up and development in the latecomercountries’ defense industry, and to draw implications for the future advancementof the Korean defense industry. For this purpose, this paper introduces the notionof ‘crisis construction’, and proposes a framework consisting of three stages; (i)construction of security crises, (ii) provision of economic incentives, and (iii) constructionof economic crises. Utilizing this framework, this paper analyse the cases ofKorea and Israel. Based on the analyses supporting the framework, this paper comesto a conclusion that latecomer countries ought to open their defense industries toheighten the level of economic crises if they want their defense industries globallycompetitive.
