본 연구는 국방과학기술 분야의 지역혁신체제를 통한 “자생(自生)모델”(viable model)에 입각하여 국방산업과 국방과학 R&D 육성을 위한 지역단위의 거버넌스 네트워크(governance network) 형성과 그 구축방안을 제시하는데 그 목적이 있다. 대전 및 충청지역에 분포, 산재되어 있는 국방관련 정부 및 교육기관, 기업체 등을 비롯한 국방 클라이언트(clients)들을 적극 활용할 수 있는 하드웨어(hard-ware)는 물론 소프트웨어(soft-ware) 및 휴먼웨어(human-ware)의 개발과 이를 적극 활용할 수 있는 지역혁신 국방클러스터와 혁신체제 구축은 시급한 과제라 할 수 있다. 따라서 본 연구는 대전 및 충청권역에 개별화되어 있는 국방과학기술 관련 다양한 지역 클러스터를 유기적인 협력･통합시스템으로 만들고 민･관･군･산･학･연･언(民･官･軍･産･學･硏･言)이 연계된 정책혁신 거버넌스 네트워크를 구축하는 방향을 제시한다. 또한 국방중추인 3군본부 계룡대, 군전문 교육기관인 자운대 및 주변 도시와의 특장(特長)을 십분 활용하여 “민･군화합공간”(民軍和合空間)의 새로운 모델 설정방안을 제공한다. 본 연구의 가장 큰 메리트는 국내 유일의 국방과학 연계모델 구축을 위한 국방과학기술 거버넌스 네트워크(national defense science governance network)를 효율적으로 형성, 구축할 수 있다는 점이다.
Abstract
This study aims at providing a regional governance network to promote national defense R&D and defense industries founded on the viable model of regional innovation system. It is a vital task for the establishment of regional innovation system to develop the hard-ware, soft-ware and human-ware utilized defense clients of defense institutions and industries in the Daejeon·Choongchung areas. Particularly, this inquiry provides ways of promoting an integrated, cooperative system among policy innovation actors in the civil society, government and military, academy, research institute, and media. To initiate “a space for the civil-military cooperation,” it suggests a networked model of military headquarters, educational institutes, local governments and civil societies. It contends that partnership, integration and networking among the policy innovation actors are the essential ingredient for the effective national defense science governance network formed by the national defense-science inter-locks.
