Abstract

This study conceptualizes Istanbul not simply as an industrial city but as a spatial embodiment of institutionalized civilizational memory —a locus where historical layers of empire, trade, and modernization have been reconfigured into a contemporary industrial identity. It traces how the city’s accumulated experiences from the Byzantine, Ottoman, and Republican eras have been transformed into the ideological and institutional foundations of Turkey’s modern defense-industrial cluster. Through this process, Istanbul’s military, economic, and cultural legacies have been reframed as forms of “technological sovereignty,” “economic sovereignty,” and “civilizational sovereignty,” which now underpin the legitimization of national industrial policy. The analysis unfolds along three interrelated dimensions. First, the military identity represented by the Theodosian Walls conveys a civilizational memory in which technological superiority sustains political order—an idea that has evolved into the discourse of technonationalism. Second, the economic identity shaped by Galata and the Bosphorus reflects the historical fusion of trade and military power, forming the basis of economic sovereignty later institutionalized through export-oriented cluster strategies and global supply-chain integration. Third, the cultural identity symbolized by Hagia Sophia has oscillated between secularization and re-Islamization, positioning Istanbul at the heart of Turkey’s civilizational politics and providing the ideological grounding for a vision of “civilizational industrialization,” where faith and technology intersect. Within this historical and political continuum, the SAHA Istanbul cluster exemplifies a hybrid industrial ecosystem that has grown amid the divided governance structure of central technonationalism and metropolitan innovation narratives. It demonstrates how the institutionalization of identity can operate as an endogenous driver of industrial transformation. In doing so, this research argues for extending industrial policy analysis beyond economic efficiency, incorporating the dynamic interplay of civilization, politics, and identity as constitutive dimensions of state-led development.
