Abstract
This year marks the 62nd anniversary of diplomatic relations between South Korea and the European Union and the 15th anniversary of the establishment of their strategic partnership. Since the end of the Cold War, the two sides have shown remarkable institutional development and are now regarded as natural partners and quasi-allies, in addition to being like-minded countries. This study will examine whether the breakdown of the rules-based international order that has unfolded since the second Trump administration will lead to unilateralism or a reconfiguration into a multipolar system. European regionalism, based on norms and values, has shifted since 2010 toward a more flexible and pragmatic attitude toward real-world changes, while still adhering to principles. The Lee Jae-myung administration's foreign policy also advocates pragmatism based upon national interests, so it is necessary to examine areas where the two sides can overcome difficult challenges together. The study concluded that while the current international order is marked by chaos, tension, and conflict, South Korea and the European Union should collaborate and contribute to maintaining a democratic and rules-based international order by uniting with like-minded partners. In this process, the solidarity of authoritarian states and the rise of the Global South must be considered, and the study emphasises the need for an inclusive multilateral or minilateral approach rather than exclusive one.
