기후변화 대응정책 도입의 결정요인에 관한 연구: 우리나라 지방자치단체의 탄소중립 기본 조례를 중심으로

본 연구는 지방자치단체의 탄소중립 기본조례 제정에 영향을 미치는 내･외부적 요인을 종합적으로 분석하고자 하였다. 분석방법으로는 사건 발생 여부와 시기를 모두 고려하는 사건사 분석 방법 중 Cox 비례 위험 모형(Cox proportional hazard model)을 활용하였다. 분석 결과, 국제협력 네트워크 가입, 재정 자립도, 그리고 단체장의 진보 소속 정당이 탄소중립 조례 제정에 유의미한 양(+)의 영향을 미치는 것으로 나타났다. 반면, 수직적 및 수평적 확산은 조례 제정에 부정적인 영향을 미치는 것으로 나타났는데, 이는 지방자치단체가 상위 정부나 인접 정부로부터의 확산보다는 중앙 정부 입법의 담론적 영향력에 더 크게 영향을 받는다는 점을 시사한다. 본 연구는 기존 연구에서 다루지 못했던 탄소중립 정책 도입의 확산 요인과 내부 요인을 밝혀낸 것에 의의가 있다. 특히, 다른 정책들과는 차별화되는 탄소중립 정책의 독특한 확산 패턴을 보여주어 지자체들의 기후변화 대응 정책 도입과 시행에 실증적 근거와 방향성을 제시할 수 있을 것으로 기대된다.
Abstract
This study investigates the factors influencing the adoption of carbon neutrality ordinances by South Korean local governments using event history analysis with a Cox proportional hazard model. Findings reveal that participation in international environmental cooperation networks, financial independence rate, and the progressive political affiliation of local government heads significantly and positively drive ordinance adoption. Conversely, vertical and horizontal diffusion negatively affect adoption, suggesting that local governments are more influenced by the discourse power of the central government’s legislation rather than diffusion from higher-level or neighboring governments. These results underscore the importance of international collaboration and financial support for less affluent regions to effectively promote carbon neutrality policies at the local level in South Korea. The study contributes by comprehensively analyzing the distinctive diffusion patterns and internal determinants of carbon neutrality policy adoption in South Korea.
