Abstract

This study conducts a systematic review of Korean-language e-government research by applying PRISMA guidelines and Latent Dirichlet Allocation (LDA) topic modeling to identify major research themes and their longitudinal trends. A total of 976 articles published between 1996 and 2022 were collected from five major Korean academic databases using the keyword “e-government.” The analysis yielded four core topics: (1) performance evaluation, (2) system and information operations, (3) informatization policy and strategy, and (4) civic engagement and digital democracy. To assess thematic redundancy and boundary clarity, Jaccard similarity coefficients were applied. By structuring and visualizing the accumulated research discourse quantitatively, this study offers methodological originality beyond keyword-based descriptive reviews. The findings highlight a thematic evolution from system-level digitalization to multidimensional concerns such as policy effectiveness, institutional accountability, and civic engagement. Key implications include the need for hybrid performance evaluation frameworks that incorporate citizen responsiveness, the reorganization of interagency data integration mechanisms, and the institutionalization of participatory governance infrastructure. This study contributes to a structural understanding of the e-government research landscape and presents a foundational framework for advancing academic inquiry and data-driven policy development in the evolving context of digital government.
