Abstract
Following the Paris Agreement, climate change mitigation and carbon reduction have become critical policy priorities worldwide. In Korea, both central and local governments are implementing various measures to address these challenges. This study applies policy network theory to examine the role of local governments in climate change response, focusing on Chuncheon City. Through social network analysis, the study identifies key policy actors and analyzes their interactions and network structure. Additionally, literature reviews, newspaper articles, and stakeholder interviews provide further insight into the roles of different actors . The results show that Chuncheon's climate policy network was initially driven by a few local, non-governmental experts but later evolved into a more open and complex network, reflecting alignment with national policy priorities. Chuncheon City integrated climate policies with regional economic strategies to strengthen its policy momentum. Non-governmental actors played a vital role in enhancing local policy capacity through technical support. However, limitations related to the lack of policy autonomy and the impact of large-scale political events were identified, underscoring the importance of maintaining policy continuity and developing collaborative governance rooted in local characteristics. This study underscores the importance of cooperative networks in advancing local climate policy initiatives.
