공공봉사동기가 다문화 수용성에 미치는 영향에 관한 실증연구: 다문화 다양성, 관계성, 보편성을 중심으로

다문화사회로의 전환에 따라 공공부문의 역할 변화가 요구되고 있다. 지방공무원은 최일선의 현장에서 다문화 정책 및 행정서비스를 제공하고 있는 주체로서, 다양한 문화적 배경을 가진 주민들과 직접 소통하며 이들의 요구를 반영해야 한다. 이처럼 지방공무원은 다문화적 가치를 깊이 이해하고, 이를 실천할 필요성이 더욱 커지고 있다. 특히, 공공봉사동기는 공공부문 종사자들이 사회 전체의 이익을 우선적으로 고려하도록 동기를 부여하는 핵심 요소로 작용하며, 다문화사회에서 공정하고 포용적인 행정을 실현하는데 중요한 역할을 할 것으로 기대된다. 이러한 배경 하에서 본 연구는 지방공무원의 인식을 중심으로 공공봉사동기가 다문화 수용성에 미치는 영향을 규명하고자 한다. 분석결과, 공공정책 호감도는 세계시민행동의지에, 공익몰입은 상호교류행동의지와 세계시민행동의지에 긍정적인 영향을 미치는 것으로 나타났다. 동정심은 고정관념 및 차별 인식을 개선하고, 다문화 관계성과 보편성에 긍정적인 영향을 미치는 것으로 나타났으며, 자기희생은 상호교류행동의지에 긍정적인 영향을 미치는 것으로 나타났다. 전반적으로 공공봉사동기는 다문화 수용성과 긍정적인 인과관계구조를 갖고 있다는 점을 확인하였다. 이러한 연구결과를 바탕으로 다음의 정책적 제언을 제시한다. 공직사회에서의 다문화에 대한 올바른 이해와 신뢰 형성을 위해 공감과 정서적 유대를 증진하는 교육과 정책적 노력이 필요하다. 또한 이타적 행동을 촉진하는 지역사회 기반 정책을 추진하고, 세대별 맞춤형 다문화 인식 개선을 위한 기회를 지속적으로 제공할 필요가 있다. 본 연구의 결과는 지방자치단체 차원의 다문화사회 구현을 위한 논의의 기반을 마련할 것으로 기대된다.
Abstract
The public sector is being called upon to change as a result of the transition to a multicultural society. Local government officials are providing multicultural policies and administrative services on site, and must communicate directly with residents of diverse cultural backgrounds and reflect their needs. Accordingly, local government officials are increasingly required to understand and practice multicultural values. In particular, public service motivation acts as a key factor in motivating public sector workers to prioritize the interests of the entire society. Public service motivation is expected to play an important role in realizing fair and inclusive administration in a multicultural society. This study aims to analyze the impact of public service motivation on multicultural acceptance by focusing on the perception of local government employees. The analysis results showed that attraction to public policy-making was found to have a positive effect on the will to act as a global citizen, and commitment to the public interest was found to have a positive effect on the will to act as a mutual exchange and the will to act as a global citizen. Compassion was found to improve stereotypes and discrimination awareness and have a positive effect on multicultural relationality and universality, while self-sacrifice was found to have a positive effect on the will to act as a mutual exchange. Based on these research results, the following policy suggestions are presented. In order to build a correct understanding and trust of multiculturalism in the public sector, education and policy efforts that promote empathy and emotional bonds are needed. In addition, community-based policies that promote altruistic behaviors need to be promoted, and opportunities need to be continuously provided to improve multicultural awareness tailored to each generation. The results of this study are expected to provide a basis for discussion on implementing a multicultural society at the local government level.
