본 연구는 국민기초생활보장제도 조건부 수급자에 대한 자활사업이 정체 상태에 있는 원인을 규명하기 위해 전달체계의 일선 인력에 대한 인터뷰를 통해 자료를 수집하여 자활사업 정책집행에 대해 분석하였다. 분석 결과, 자활사업 정체의 원인은 조건부 수급자의 취약한 특성에 맞지 않는 사업 목표 설정과 제도 운영에있는 것으로 나타났다. 조건부 수급자 대상 자활사업의 대부분은 취업역량이 낮은 참여자들에 대한 사회참여적 성격의 프로그램으로 이루어져 있는데 사업 목표로 취창업과 자립을 지표로 적용한 결과 자활사업이정체 상태에 있다는 평가를 내리게 되었다. 사회참여적 프로그램에 취업지원사업에 부합하는 급여 구조를적용하면서 소수의 취업역량 있는 참여자들까지 자활사업에 안주하도록 만들었음을 발견하였다. 자활사업정체에는 자활사업 전달체계가 조건 이행 관리의 편의성 위주로 분절적으로 운영되고 있으며, 자활사업 일선 인력과 전문성이 부족하다는 점도 영향을 미쳤다. 본 연구는 자활사업의 개선 방향성으로서 자활사업의목표 현실화, 복지-고용 통합서비스 전달체계의 통합적 운영, 자활사업의 금전적 인센티브 설계 조정, 일선인력의 충원과 전문성 강화를 제시하였다.
Abstract
This study examines the underlying causes of poor performance in the self-sufficiency program for conditional recipients of the National Basic Livelihood Security System through a comprehensive analysis of the policy implementation process. The analysis reveals that the program's underperformance stems from objectives and institutional operations misaligned with the vulnerable characteristics of conditional beneficiaries. While most conditional beneficiaries with low employment capacity participate in social participation-oriented programs, the application of employment and self-reliance as performance indicators has led to assessments of underperformance. The study found that applying employment-oriented payment structures to social participation programs has resulted in even employable participants becoming complacent within the self-sufficiency programs. The program's stagnation has also been influenced by the fragmented service delivery system prioritizing compliance management convenience, as well as insufficient recruitment and professional development of frontline workers. This study proposes directions for improving self-sufficiency programs.
