Abstract
This study examines the 2024 pension reform deliberation, focusing on its linkages to the formal political process of representative democracy and to broader public discourse. It also assesses the extent to which deliberation can serve as an effective mechanism for building social consensus on intergenerational issues such as pensions. The findings indicate that, in deliberations aimed at informing public policy-making, appropriate connections to formal political processes and the parallel development of broader public discourse are critically important. In the case of the pension reform deliberation in Korea, despite the high quality of discussion within the deliberative forums, weak linkages with the formal political process led to a fragmented legislative outcome. Furthermore, insufficient public discourse produced a disconnect between the outcomes of the deliberation and ordinary citizens’ views on the reform, as well as resistance from younger generations. Finally, the study suggests that, for deliberation on intergenerational issues to be meaningful, special mechanisms are needed to ensure the adequate representation of younger generations—who are often underrepresented due to weak organization—and of future generations, who are not yet part of the electorate.
