한국의 자활지원제도 변화와 활성화에 관한 연구

우리나라의 자활지원제도는 그 동안 근로연계복지를 통해 근로빈곤층의 기초생활보장과 경제자립 및 자활의 기회를 제공하여 왔다. 이러한 점에서 본 연구는 명시적 목적으로서 보편성을 추구하고 있는 자활사업의 목표 및 정책 내용에 담겨진 정책변화를 통한 일관성 정도를 분석해 봄으로써 자활사업 활성화 방안에 대한 시사점을 탐색해 보려는 것이다. 본 연구를 통해 확인된바 우리나라 자활지원제도는 첫째, 2000년 이후 매년 대상자 규정, 사업 내용 등이 변화하여 왔다. 둘째, 자활사업의 전달체계의 변화로는 2013년 이래 복수의 전달체계 개편을 경험하였으며 자활지원 운영상 세부변화도 여러 차례 이루어져 왔음을 알 수 있었다. 최근에는 취업성공패키지, 희망리본사업, 자활근로 등 조건부 수급자가 참여할 수 있는 다양한 프로그램이 운영되는 상황에서 정부는 일정 원칙을 기준으로 참여자를 각각의 프로그램에 배치하는 방식을 통해 전달체계의 효율성을 제고하고자 했다. 본 연구를 통해서 자활사업의 변화와 구체적인 활성화 전략에 대한 이해가 증진된다면, 직접 서비스 실천가들이 자활사업프로그램을 실행함에 있어서, 대상자 선정에서 부터, 보다 심도 있고 안정적인 접근이 가능해질 것이다.
Abstract
The self-support system of Korea has been a representative business of the welfare system of work-related welfare, thus guaranteeing the basic living of the working poor and providing the opportunity of economic independence and self-sufficiency through work. In this regard, this study seeks to explore implications for activating the self - help business by analyzing the degree of coherence through the policy changes contained in the goals and policies of the self - help business pursuing universality as an explicit purpose. As a result of this study, the self - support system of Korea has been changed every year since 2000. Second, as a result of changes in the delivery system of the self - help business, we have experienced multiple reorganization of delivery system since 2013, and detailed changes in the self - help support operation have been made several times. In recent years, various programs have been launched to allow conditional recipients such as job-winning packages, hope-ribbing, and self-help workers to operate. In such a situation, the government allocates participants to each program on the basis of certain principles, I want to improve. This study will provide a deeper and more reliable approach to the implementation of self-help programs by direct service practitioners from the selection of subjects, if the understanding of changes in self-help programs and specific activation strategies is enhanced.
