Abstract

This study aims to conceptualize housing insecurity and housing-related discrimination among people with mental disabilities and to examine the impact of such discrimination on housing insecurity. Housing insecurity is defined as a condition in which individuals with severe mental or emotional disorders, facing psychological, social, and economic constraints, are unable to secure or maintain stable and continuous housing. It was measured using four indicators: housing type, satisfaction with internal and external housing environments, and housing expense overburden. Housing insecurity is considered as present if responses to at least one of the four indicators were categorized as insecure. Using data from the 2017 Community Mental Disability Survey, this study conducted a binary logistic regression analysis. The results show that 51.78% of respondents experienced housing insecurity, with housing expense burden being the most prevalent (43.94%). Second, the rate of housing-related discrimination was 33.47%, and the most frequent experience was institutional admission by family decision (71.89%). Third, housing-related discrimination had a significant positive effect on housing insecurity (OR=1.495; p< .05). These findings suggest that comprehensive policy interventions addressing structural discrimination are required to mitigate housing insecurity among people with mental disabilities.
