Abstract
This study empirically examines the effects of family policy on the employment rate of married women and the rate of career interruption, using panel data from 17 local governments in Korea. The results show that the structure of fiscal resources, rather than the total scale of family policy expenditure, plays a more significant role in influencing women's labor market outcomes. Specifically, cash transfers were found to significantly reduce the rate of career interruption, suggesting that cash transfers function as a protective mechanism that mitigates income loss during childbirth and childcare periods and enables women to maintain labor market participation. In contrast, in-kind services were associated with higher employment rates among married women, indicating their structural role in alleviating time constraints and facilitating labor participation. Analysis by funding source further revealed that locally financed programs had a positive impact on the employment rate, whereas programs funded by central government subsidies were not statistically significant. This implies that local governments’ autonomous planning and region-specific initiatives are crucial for enhancing policy effectiveness.
