Abstract
Following the 2011 amendment to the Local Autonomy Act, heads of local governments became mandated to attach estimated costs associated with the implementation of any proposed ordinance involving budgetary or fund-related expenditures, along with supporting materials that specify the corresponding financing measures. Since the introduction of this requirement, local governments have enacted ordinances regulating cost estimation procedures and have operated the system accordingly. Nevertheless, the cost estimation system has been criticized for its formalistic and perfunctory implementation, which deviates from its original intent of ensuring fiscal accountability and transparency. In Gangwon State, for instance, approximately 75 percent of ordinance proposals submitted over the past three years did not include accompanying cost estimates. Moreover, even where cost estimates were prepared, practices inconsistent with the system's purpose were identified, such as referencing costs from existing projects or arbitrarily calculating financial impacts. Accordingly, this study examines the current status of cost estimation document submissions in Gangwon State and proposes measures to enhance the system's effectiveness. From an institutional perspective, the study identifies the need to (1) refine and clarify the scope of ordinances subject to cost estimation, (2) establish explicit obligations for ordinances that do not entail cost-incurring factors, (3) introduce greater flexibility in the timing of cost estimate submissions, and (4) develop standardized protocols for submitting revised estimates following ordinance amendments. Furthermore, regarding administrative awareness and behavioral practices, the study emphasizes the importance of (1) preventing the misuse of justifications for non-submission and (2) mitigating the tendency toward selective or arbitrary preparation of cost estimates, both of which undermine the system's fundamental objectives.
