Abstract

This research focused on the role of local community, considering local residents as key agents who can protect themselves and their neighbors, rather than passive subjects requiring protection. This study empirically explores the influence of local community on the mitigation of regional disaster vulnerability, to devise methods for the institutional activation of ‘Eup/Myeon/Dong Safety Councils’ in South Korea. For this, the study developed a regional disaster vulnerability index using indicators of disaster risk exposure and urban sensitivity, and subsequently conducted a spatial autocorrelation analysis. The analysis using Global Moran's I revealed a strong positive spatial autocorrelation in disaster vulnerability. Furthermore, the LISA analysis confirmed that high-vulnerability areas were clustered in Gangwon Province, the Seoul Metropolitan Area, and the coastal region of Gyeongnam. We also confirmed that function-based local communities have a significant positive impact on mitigating disaster vulnerability through spatial panel regression analysis, which accounted for spatial effects. Based on these findings, this study suggests that policy implications for performing more effective disaster management and promoting the institutional activation of the Eup/Myeon/Dong Safety Councils.
