Abstract

This study empirically investigates the impact of public expenditure on culture and tourism on regional tourism revitalization in South Korea. Using panel data from 226 local governments over the period 2018–2023, the analysis examines whether the effectiveness of cultural and tourism expenditure varies according to regional demographic conditions, particularly in depopulated areas. A fixed effects (FE) panel model was employed to control for unobserved time-invariant characteristics such as geographic, infrastructural, and administrative differences across municipalities. In addition, a one-year lag structure (Lag 1) was introduced to reflect the delayed manifestation of policy outcomes. Three key indicators—number of visitors, visitor expenditure, and length of stay—were used as dependent variables representing tourism performance. The results show that cultural and tourism expenditure does not have a statistically significant direct effect on tourism performance in the overall sample. However, when considering depopulated areas as a moderating factor, significant positive interaction effects were found for both visitor numbers and visitor expenditure. This implies that cultural and tourism expenditure exerts a stronger tourism-inducing and consumption-enhancing effect in depopulated regions than in non-depopulated ones. Conversely, no significant impact was observed for visitor stay duration, suggesting that fiscal investment in culture and tourism primarily influences short-term visitation and spending behaviors rather than long-term stay patterns. The findings confirm that the Tourism-Led Growth (TLG) hypothesis operates in a spatially heterogeneous and nonlinear manner, depending on regional demographic and infrastructural contexts. Academically, this study contributes to extending the TLG framework to the local policy level by incorporating demographic decline as a contextual moderator. Policy-wise, the results highlight the need for selective and strategic investment in depopulated areas and the importance of long-term fiscal strategies to promote sustainable, stay-based tourism development.
