Abstract
This study was initiated with the idea that the elementary teacher employment exam, particularly the social studies section, should evolve to more systematically assess teacher professionalism, given its potential influence on the development of teaching expertise. Based on a theoretical understanding of teacher professionalism, the study analyzed 81 social studies questions from the elementary teacher employment exams administered between 2013 and 2025, using Shulman's framework of Pedagogical Content Knowledge (PCK). The findings are as follows. First, the questions were heavily skewed toward evaluating content knowledge, with limited coverage of social studies education theories, which were mostly confined to perspectives on the nature of the subject. Second, knowledge of teaching and learning methods was primarily focused on conceptual learning and thinking-skill-oriented instructional models, while other models, assessment in social studies, and instructional material utilization were rarely addressed. Third, learner understanding, situational knowledge, and PCK itself were assessed only to a very limited extent. Fourth, the format of most questions was either short-answer or closed-ended descriptive, which posed structural limitations in assessing overall teaching expertise in depth. Based on the above discussion, this study suggested directions for reform, including the diversification of content elements and formats of the elementary teacher employment examination items and the improvement of the evaluation system.
