Abstract
This study aimed to analyze pre-service elementary teachers' perceptions of peer assessment experienced in a law-related education course and to propose effective strategies for its future utilization in social studies pre-service teacher educational courses. To achieve this, peer assessment was implemented throughout the first semester of 2025 for students enrolled in the ‘Civic Life and Law’ course at University A, and their perceptions of it were subsequently surveyed. The findings revealed that pre-service elementary teachers generally held highly favorable perceptions of peer assessment. They identified improved feedback quality, enhanced self-reflection and competency development, increased learning engagement and motivation, and fostered collaborative interaction as positive aspects. Among various feedback types, they exhibited a strong preference for task-focused feedback. However, negative perceptions of peer assessment were also observed. Concerns primarily revolved around issues of evaluative fairness, perceived lack of expertise by raters, excessive workload, and superficial implementation. Participants specifically reported challenges in delivering constructive critical feedback to their peers. Based on these results, this study proposes the following recommendations: First, pre-service teachers must attain a clear understanding of the purpose of peer assessment and effective feedback delivery methods, and be provided with ample opportunities to practice before delivering critical feedback. Second, to enhance the objectivity and professional competence of peer assessment, evaluation criteria should be jointly developed with the active participation of students, who function as both assessors and assessees. Furthermore, continuous guidance should be provided to mitigate psychological burdens during the peer assessment process. Third, to prevent peer assessment from devolving into a mere formality, explicit guidance on the utilization of evaluation results should be disseminated, and opportunities for students to share their experiences of learning improvement informed by peer feedback should be facilitated as well.
