Abstract

This study critically examined the purpose behind the introduction of rural spatial planning, its feasibility on the ground, and potential side effects. It assessed rural spatial planning as a response to the dual challenges of rural development and marginalization. In particular, by adopting David Harvey’s spatial theory—which analyzes the processes of spatial reorganization and control—as its theoretical framework, the study raised concerns that rural spatial planning could, in practice, function as a capital-driven development strategy. Through the analysis of local case studies, such as eco-friendly free meal programs and power plant developments in Ganghwa-gun, Incheon, the study illustrated how capital and state power have restructured rural space. While rural spatial planning carries policy significance in restoring rural character, it also entails the risk of spatial inequality and regional conflict. These risks stem from limited resident participation, top-down planning led by central government, and a disregard for local context. Harvey’s concepts of “spatial fixation” and “geographical uneven development” proved to be useful analytical tools for understanding these issues. The case of Ganghwa-gun highlights how community-driven practices, initially formed autonomously, can internalize centralized, capitalist logics and potentially transform into alternative spatial policies. The study concludes that for rural spatial planning to be effective, it must go beyond the mere adoption of formal systems. It requires flexible planning that incorporates a political-economic understanding of space, ensures substantive resident participation, and respects regional context. Ultimately, it should aim not for the technical management of rural space, but for the fundamental task of “redefining space.”
