Abstract

This study examines the effects of subordinate followership on the work engagement of senior public managers and explores how the leader’s appointment type—nternal promotion versus external recruitment—moderates this relationship. Based on Kelley’s (1992) conceptualization, followership is measured along two behavioral dimensions: independent/critical thinking and active engagement. The theoretical framework integrates social exchange theory, leader–member exchange, and bureaucratic socialization theory. Using data from a survey of Korean senior civil servants, the findings reveal that followers’ independent and critical thinking has a significantly negative impact on the work engagement of internally appointed leaders, while showing no significant effect on externally appointed leaders. Active engagement from followers, however, has no statistically significant impact on either group. These results suggest that in Korea’s hierarchical and norm-driven public sector, followership may have limited influence on leader motivation, highlighting the importance of relational quality and cultural receptivity for effective leadership in bureaucratic contexts.
