Abstract
Since the nationwide implementation of the unified autonomous police system in July 2021, four years have passed, yet criticism persists that it remains a mere formality—“a nominal autonomous police”—ith low efficiency due to the continued national police status of officers. Nevertheless, the system is expected to further develop and expand, and under the recent change of administration and the concurrent judicial reforms involving prosecution and police, discussions on structural reform of the system are once again gaining momentum. In this context, the Jeju model of autonomous policing, the only case in which both unified and dual-track systems coexist with accumulated operational experience, provides an important case for analysis. This study empirically analyzed the differences in perceptions of the autonomous police system between police officers in Jeju Provincial Police Agency and those in other provincial police agencies. A survey was conducted focusing on nine key factors—policy understanding, perceptions of unified and dual-track systems, acceptance attitudes, incentives, public service motivation, legal and institutional factors, environmental factors, and overall system acceptance. Independent sample t-tests, ANCOVA, and multiple regression analyses were employed to verify differences between the two groups. The results revealed clear distinctions in perception between the two groups. Jeju police officers demonstrated more positive perceptions in indirect factors such as policy understanding, public service motivation, and environmental factors, whereas they showed more negative perceptions in direct factors including unified system perception, acceptance attitude, incentives, legal–institutional aspects, and policy acceptance. In particular, significant differences in incentives, legal–institutional factors, and acceptance highlight that groups with longer experience in the system tend to perceive its limitations and structural problems more critically, showing more cautious acceptance. Based on these findings, this study suggests the following policy implications: ▵enhancing internal acceptance and incentives, ▵strengthening legal and institutional foundations, ▵improving organizational and supervisory structures, ▵expanding the scope of autonomous police authority, ▵restructuring special judicial police functions, ▵promoting internal and external interest and support, ▵deriving nationwide implications from the in-depth analysis of the Jeju model, and ▵considering a gradual transition toward a dual-track autonomous police system.
