지역화폐의 정책적 효과와 시사점: 체계적 문헌 고찰 접근

본 연구는 체계적 문헌 고찰 방법을 활용하여 지역화폐의 정책적 효과와 부수적 영향을 평가하고 정책 개선방안과 향후 연구 방향을 제시하고자 한다. 지역화폐 효과성에 대한 선행연구 검토 결과, 지역화폐는 소상공인 매출 증대, 역내 소비 전환, 소비 총량 확대, 고용 창출, 정책에 대한 주관적 만족도 제고 등 다각적인 긍정 효과를 보였다. 특히 실증분석에 따르면, 지역화폐가 소상공인의 매출과 고용에 유의미하게 기여하며 역외 소비를 지역 내로 전환하는 효과가 있는 것으로 확인되었다. 또한 소비자 조사와 빅데이터 분석 결과, 캐시백 등 금전적 혜택과 지역경제 기여 의식이 지역화폐에 대한 긍정적 인식을 형성하는 핵심 요인으로 나타났다. 그러나 일부 연구에서는 지역화폐 정책 효과의 크기 및 지속성 등에 있어 지역적 맥락 및 업종별 특성, 정책 설계에 따라 편차가 크다는 점과 함께 지역화폐 가맹점 제한, 결제 시스템의 불편, 특정 계층·지역의 낮은 인식 등 제도 운영상의 한계를 지적하였다. 따라서 정책 효과의 지속성과 확산을 위해서는 지역별 및 업종별 맞춤형 설계와 인센티브 구조의 정교화, 그리고 기술적 편의성 강화, 가맹점 확대, 맞춤형 홍보 및 참여 촉진 등의 제도 운영 전략을 통해 정책의 긍정적인 효과를 극대화할 필요가 있을 것이다. 더 나아가 장기적으로는 지역화폐의 경제·사회적 파급효과를 균형 있게 관리할 수 있는 종합적 운영체계 구축이 요구된다.
Abstract
This study employs a systematic literature review to evaluate the policy effects and ancillary impacts of local currency systems, with the aim of suggesting policy improvements and directions for future research. A review of prior studies indicates that local currencies have demonstrated multiple positive effects, including increased sales for small businesses, the redirection of consumption to local economies, expansion of total consumption, job creation, and enhanced subjective satisfaction with policy outcomes. Nevertheless, some studies identify limitations in program implementation, including restrictions on affiliated merchants, inconvenience of payment systems, and relatively low awareness among certain groups and regions. To sustain and expand policy effectiveness, it is necessary to improve technological convenience, broaden merchant participation, and adopt tailored promotion and engagement strategies. In the long term, the establishment of a comprehensive management system is required to balance and enhance the economic and social impacts of local currencies.
