Abstract
Amid changing socioeconomic conditions, South Korea’s public pension system faces significant challenges in ensuring adequate retirement income and achieving fiscal sustainability. However, due to persistent conflicts surrounding these competing objectives, pension reform has been continuously delayed. In this contentious policy arena, public deliberation has gained attention as a deliberative democratic tool capable of mitigating conflicts and fostering social consensus. Against this backdrop, the pension reform deliberation process took place in 2024. This study analyzes the preferences for pension reform objectives, using survey data collected from a citizen panel that participated in the deliberation process. The study examines the factors influencing these preferences and how they change before and after deliberation. The objectives of pension reform is set with a focus on fiscal sustainability and income security, approached from a multifaceted perspective that incorporates both parametric and structural reforms. The study investigates the effects of self-interest and political ideology on on preferences for each reform objective before and after deliberation. The analysis finds that, prior to deliberation, self-interest factors—such as income, gender, and employment status—played a significant role. However, after deliberation, the influence of self-interest factors generally weakened, whereas the effect of political ideology became more pronounced for both income security and financial stability. These findings indicate that while deliberation facilitates a shift from self-interests to a more public- oriented perspective, it also amplifies ideological polarization in reform preferences. Based on these insights, this study provides practical implications for designing future deliberative processes to enhance deliberative tolerance in contentious policy debates.
