한국 연금정치에서 2024년 연금개혁 공론화 경험이 갖는 의미

2024년 연금개혁 시민공론화는 이해관계자와 일반 시민이 연금개혁의 의사결정 주체가 된 한국 연금정치 최초의 ‘사건’이다. 본 연구는 연금개혁 시민공론화에 대해 평가하고, 숙의민주주의에 기초한 공론화 경험이 한국 연금정치에 갖는 의미를 살펴보고자 하였다. 연금개혁 시민공론화는 대표성, 숙의성, 공정성 면에서 우수한 공론화였으며, 실행 단계에서의 확산과 소통 또한 원활하였다. 이는 연금개혁 공론화 결과의 민주적 정당성이 상당히 높았음을 의미한다. 또한 시민대표단의 공론조사 방식으로 이루어져 연금개혁에 관한 결론이 명확하였으며, 이해관계자가 참여한 의제숙의 단계를 거친 하이브리드 공론화였다는 점은 연금개혁 공론화의 정당성과 실행력을 높인다. 이러한 장점, 특히 높은 숙의의 질로 인해 2024년 연금개혁 공론화는 시민배제적인 하향식의 연금정치를 시민 참여를 통해 쇄신할 수 있는 가능성을 열었다. 그러나 설계 단계에서 정치적 책임성이 제대로 규정되지 않아 연금개혁 공론조사 결과는 입법으로 이어지지 못하였다. 그 결과 공론화가 가지는 시민의 정치적 효능감 제고 효과는 제한되었다. 이렇게 시민이 중심이 된 연금정치의 민주적 쇄신 기회는 사라질 위기에 처해있다.
Abstract
The public deliberation on pension reform in 2024 was the first event that allowed stakeholders and ordinary citizens to become decision-makers in pension reform. This study evaluates public deliberation on pension reform and examines the implications of this experience for Korean pension politics. The public deliberation on pension reform was a well-designed public consultation in terms of representation, deliberation, and fairness. Public participation and deliberation was well organized. The dissemination and communication of the implementation phase of the public consultation was also good. It can be said that the public debate on pension reform has shown the potential for democratic renewal of Korean pension politics. Moreover, the public deliberation was highly effective because it secured democratic legitimacy and the conclusions of the public debate were clear through the deliberation poll method. The fact that it was a hybrid public debate that went through the agenda-setting stage with stakeholder participation also enhanced its effectiveness. This opened up the possibility of renewing pension politics, where the government has avoided leadership and political parties have delayed consensus building in order to avoid blame. However, the lack of accountability in the design of public deliberation leaded the failure to legislation, and the opportunity for a citizen-centered democratic renewal of Korean pension politics is in closing.
