본 연구에서는 우리나라 공적연금제도의 현황 및 문제점들을 살펴보고 이에 대한 개혁과제들을 검토하여 보았다. 공적연금제도의 구조적 결함과 재정적 취약성, 그리고 기금운영상의 비효율성 등의 문제점들은 이미 오래 전부터 지적되어 왔음에도 불구하고 필요한 개혁조치가 제대로 단행되지 못했던 까닭은 그만큼 연금개혁이 세대간 및 이해당사자들간의 갈등으로 인해 정치적으로 어려운 과제이기 때문이다. 그러나 이러한 문제들을 그대로 방치해 둔다면 제도적 오류로 인한 경제․사회적 부담이 더욱 심각해질 것인바, 하루 빨리 연금제도의 구조적 결함을 치유하고 기금운영방식을 선진화함으로써 공적연금에 대한 국민적 신뢰를 회복해야 할 것이다. 이를 위해 본 연구에서는 향후 우리나라 공적연금제도가 도래하는 고령화 사회에 보다 부합하고 지속가능(sustainable)해질 수 있도록 개선해 나가기 위한 주요 개혁과제들을 구체적으로 논의해 보았다.
Abstract
For many years, experts in academia have pointed out the structural weakness and financial instability of public pension schemes and the inefficiency in fund management, and pressed for a fundamental reform of the system. But the discussion often became entangled in political disputes among interested parties and the reform did not materialize. If not properly dealt with now, however, the instability is sure to result in greater economic and social burden. This paper has two main objectives. First, it describes the current situation of Korea's old-age income security system along with its problems. Second, it presents proposals to improve the income security system in preparation for the aged society.
