Abstract

This study evaluates the process and outcomes of the pension reform deliberation (PRD) conducted in March–April 2024 and explores its implications. The PRD followed a deliberative democracy approach, utilizing deliberative polling methods. Unlike the pension reforms of 1998 and 2007, which were primarily led by bureaucrats and politicians, PRD was the first attempt to position ordinary citizens as key decision-makers in the pension reform process. The PRD unfolded in four continuous stages—conceptualization, design, implementation, and integration. This study assesses whether each stage was appropriately carried out. The conceptualization stage was evaluated in terms of the fair composition and independence of the PRD committee, and fairness of agenda-setting process and appropriateness of agenda scope. The design stage was examined by considering the representativeness and comprehensiveness of the citizens' panel and the adequacy of materials. The implementation stage was assessed by reviewing the appropriateness of learning and deliberation and the transparency in the disclosure of deliberation outcomes and recording of deliberation results. Finally, the integration stage was analyzed in terms of its connection to the legislative process and wider social deliberation. Based on these evaluation criteria, the PRD was found to have been conducted appropriately overall. The citizens' panel, having undergone the appropiate PRD process, reached a well-refined conclusion regarding pension reform. In summary, their conclusion emphasized that strengthening public old-age income security requires a society-wide collective efforts based on intergenerational solidarity, encapsulating a rich and comprehensive perspective on the issue. Beyond groundless distortions of pension reform deliberation and narrow interpretations of its outcomes, efforts should be directed toward securing not just the financial sustainability of the pension system but also its broader social sustainability. Furthermore, future pension reforms should be carefully designed to establish ordinary citizens as key decision-makers in the reform process.
