연금제도 개혁에 있어서 협상에 의한 타결과 사회적 계약은 예외적인 현상이 아니라, 일반적인 규칙으로 자리 잡아 가고 있다. 본 논문은 국민연금 제도개혁 과정에서 사회적 대화의 양상과 그 유용성을 분석하고자 하였다. 이를 위해서 연금개혁에서 사회적 대화를 가능하게 하는 형식적 조건과 내용적 조건이 무엇인지 제시하였다. 사회적 대화의 양상과 유용성에 대한 연구 분석은 두 시기를 대상으로 한다. 1997년의 국민연금제도개선기획단의 활동과 1998년 국민연금법 개정과정, 그리고 2002~2003년의 국민연금발전위원회 활동과 2004~2007년의 국민연금법 개정의 사례를 비교하였다. 국민연금 제도개혁에 있어서 사회적 대화의 중요성은 더욱 커질 것으로 예상된다. 연금 수급자의 증가로 인하여 제도의 기득권은 지속적으로 증가할 것이며, 연금 수급자와 비용부담자 사이의 세대간 정치로 대표되는 연금정치의 양상은 더욱 첨예하게 전개될 것이다. 향후, 직면할 연금개혁의 거의 유일한 달성 방안은 사회적 대화를 통한 합의 도출일 것이다.
Abstract
In pension reform, negotiated settlements and social contracts are not exceptional phenomena, but have taken root as the rule rather than the exception. This paper intends to analyze the possibilities and effectiveness of social dialogue in Korea’s pension reform. Research objects of this paper are confined to ① activities by National Pension Reform Board of 1997, revision of National Pension Actin 1998, ② activities by National Pension Development Committee between 2002 and 2003, and two case studies of pension reforms following revision of the National Pension Act between 2004 and 2007. The importance of social dialogue in pension reform is expected to grow. The number of those with vested interests in the pension system will be on the rise and an aspect of pension politics characterized by intergenerational politics between pension recipients and pension payers will unfold in a more distinctive manner. Pension reforms to be faced in the future will be drastically difficult, unlike past reforms, and drawing consensus through social dialogue is the almost sole way to achieve pension reform.
