일본 민주당 정부의 대미 정책- “대등한 동맹관계 구축”의 모색과 좌절 -

탈냉전기 이후 일본 외교정책의 향후 전망에 대해서는 보통국가론, 평화국가론, 통상국가론, 신국가주의 등 다양한 시각이 제기되어 왔다. 이 논의들은 각각 미일 관계에 대해서도 동맹관계가 보다 강화될 것이라는 전망(보통국가론, 통상국가론)과 일본이 보다 자주적인 외교를 보일 것(평화국가론, 신국가주의)이라는 상반된 전망을 내놓기도 하였다. 그런 점에서 2009년 9월 이후 등장한 민주당이 하토야마 수상을 중심으로 “대등한 동맹관계의 구축”을 표방하며, 기존의 동맹 관련 정책을 수정하려 시도했지만 결국 좌절에 이르른 결말은 기존 일본관련 연구들의 적실성을 평가하는데 있어, 아울러 일본 외교의 구조적 성격을 파악하게 하는 데 있어 좋은 자료이다. 이러한 문제의식을 갖고 본 연구는 하토야마 정부 시기에 “보다 대등한 동맹관계 구축”을 위한 제반 정책들이 수행되었으나, 결국 간 나오토 정부에 이르러 이전의 자민당과 유사한 대미 정책으로 선회한 경위와 그 배경을 검토하였다. 결국 일본을 둘러싼 전통적, 비전통적 안보위협의 잠재성, 동맹유지로 인한 미국의 전략적 이해관계, 일본 정치세력의 리더쉽 등에서 구조적 변화가 발생하지 않는 한 미일동맹은 현존의 구조가 유지될 것이라 전망된다.
Abstract
With regard to the prospects of the Japanese foreign and security policy, some analysts have suggested that Japan will move to a normal state or maintain the identity of trade state by fortifying the existing the US-Japan security alliance, whereas others have foreseen that Japan will be changed into more autonomous state or peaceful state by discarding the existing alliance relations with the US. The victory of Democratic Party of Japan (DPJ) in the last general election in August 2009 and subsequent policies by DPJ toward a more equal alliance relationship with the US can be a good material to evaluate the existing discourses concerning Japan's natonal strategy as well as Japan's foreign policy. The Hatoyama administration attempted to revise the existing agreement on the transfer of Futenma bases in Okinawa to other region in the context of building a more equal alliance relationship with the US. However, his efforts proved to be failure not to overcoming the resistance form the domestic and American side. Eventually, Japan's alliance relationship with the US will not be changed without the change of U.S.'s strategic interest in this region as well as a dramatic fortification of Japanese political leadership.
