Abstract
Japan has been an active environmental protecting state since the climate change issue appeared in the international community in the 1980s. It hosted the Third Conference of Parties (COP3) of United Nations Framework Convention on Climate Change (UNFCCC) in Kyoto, and played an active role in adopting the Kyoto protocol. It consistantly took cooperative efforts with EU and put serious national efforts to rescue the Kyoto protocol out of the lame agreement after the United States had withdrawn from the protocol. The Japanese government has a different position when the environmental protection comes to the domestic issue. For example, the Japanese government has not take substantial actions to introduce the regulatory measures to reduce the CO2 emission such as environmental tax and the carbon tax. Such taxes are feared to be obstacles against free activities of the Japanese manufacturers. Concerning the environmental protection issue, Japanese manufactures prefers the voluntary action principle to the regulatory policy to reduce green gas. Japanese civil society also fails to support domestic policies making the Kyoto protocol effective. This study argues that due to its ambivalent attitude Japan may not be considered as an active state for protecting the environmental matter. The paper defines Japan’s role as a dual player for environemntal protection because Japan’s position to the international commuity has been very active concerning the issue but its domestic attitude was not so active as being shown in the international community.
