본 연구에서는 일본의 방위정책 변화와 역할확대가 한국의 안보에 미치는 영향을 분석하고 우리의 대응을 모색하는데 목적이 있다. 이 글은 우선 지난 10여 년 동안 일본은 방위정책 결정과정의 내부적 원동력을 형성해 왔음을 인정하는 데서 출발 한다. 일본방위정책 변화의 성격을 미•일 안보동맹 속에서 나타날 수 있는 시나리오들에 따라서 분석함으로써 동북아의 강대국 간 역학관계 속에서 일본 안보정책의 현재와 미래를 평가한다. 다음으로는 미국의 동아시아 전략 구도를 주요 문서들을 바탕으로 분석함으로써 미국이 추구하는 일본의 방위정책과 일본이 선택할 수 있는 방위정책의 범위를 살펴 볼 것이다. 위의 논의를 바탕으로 현실주의와 자유주의적 시각이 제시하는 한국의 정책적 대안들을 평가하였다. 결론은 미국의 동북아 주둔의 중요성, 현상유지를 위한 일정수준의 군비증강, 막연한 군사교류 보다는 목적을 가진 신뢰구축 방안 등에 이르게 된다.
Abstract
To analyze the implications on the security of Republic of Korea, we start from the conclusions of the previous studies that the combination between the changes in the Japanese domestic decision making process and the U.S. strategy on Japan was the driving force behind the expansion in the security role of Japan. To avoid the predicament ensuing from the contention between Japan and China, and to avoid the hierarchical alliance alignment with Japan, we should accept the limited expansion of security role of Japan under the U.S.-Japan security alliance. In this situation, U.S.-Korea security alliance is the only leverage against the influence of Japan. The maximization of autonomy and security can be achieved only when we continue the friendly security relationship with U.S. and maintain the minimum deterrence against Japan and China. At the same time, we should pursue the confidence building measures with Japan but with clear and directed goals. Those measures should not be interpreted as our acceptance of the apology of history. We should focus our efforts on making balance between the U.S. interests in Korean peninsula and its strategic interest in Japan.
