본 연구는 54년 동안 일당우위의 지배를 유지해 온 자민당을 제2당으로 끌어 내리고집권한 민주당의 집권 3년간의 대미정책을 평가하고자 한다. 이를 위해서는 자민당과민주당의 대미정책에 대한 정당간 비교가 이루어져야 할 것이며, 또 한편으로는 민주당3년을 구성한 세 내각 사이의 공통점과 차이점을 밝혀낼 수 있어야 할 것이다. 먼저 정당 간 비교는 다음과 같은 결론은 얻을 수 있다. 첫째, TPP 참가와 후텐마기지 이전 문제는 자민당 정부도 실현하지 못하였으며, 미일관계 회복을 제일의 외교목표로 삼고 있는 아베정권도 해결하기 어려운 문제다. 둘째. 그럼에도 불구하고 자민당이민주당 보다는 우호적인 미일관계를 유지해 올 수 있었던 것은 점진적인 역할 분담의확대를 통해 여전히 부족함에도 불구하고 노력하는 모습을 보여 왔기 때문이다. 셋째,하토야마와 오자와를 비롯한 민주당 총리들은 중국의 부상에 대해 잘못된 대응을 하고있었다. 단적으로 말해 현실을 무시한 이념과 이상에 기초한 외교정책이 얼마나 실효성이 없는가를 잘 보여주는 예라고 평가할 수 있다. 또한 다양한 그룹이 경합하는 민주당의 구성이 외교정책에서도 일관성의 유지를 어렵게 하였음을 알 수 있다.
Abstract
The purpose of this research is on the evaluation of the Japanese foreign policy and US-Japan relationship under the governments of Japan Democratic Party. Fairness of the evaluation requires the comparisons in performance among the three JDP cabinets as well as the comparison between the JDP governments with the previous governments of Liberal Democratic Party. This reflects the fact that when JDP achieved the landslide victory in the general election of 2009, the party was the mixture of the heterogeneous factions. In general, JDP could not take off the label of anti-Americanism which had been deeply attached even before its seizure of power, even though the following cabinets tried to keep distance from the image. JDP governments made wrong judgement that the China has already risen and US declined. The three cabinets also shared the lack of support from bureaucrats while lacking the experience in running the government. Furthermore they also had the disregard on the process of consensus gathering in common.
