초록

아베 개혁을 계승한 기시다 내각이 전후 일본의 안보전략을 변경하는 안보개혁을 추진하고 있다. 남북 및 양안 분단체제의 갈등은 전후구속에서 탈피한 일본의 탈전후 안보 전략에 어떤 영향을 미쳤는가? 본 연구는 탈전후 안보전략이 아베 내각의 결단이라는 기존 논의를 비판적으로 검토하고 탈냉전 이후 일본의 안보전략의 단계적, 창발적 변화 를검토한다. 냉전적합의에의해관리되어온남북및양안분단체제의갈등은탈냉전 이후 오히려 심화되었다. 탈냉전 이후 일본은 분단체제의 갈등을 안보화하고 주변사태 (1999) 및 무력사태(2003) 관련 법제를 제도화하는 한편, 1995년 방위대강과 2004년 방 위대강의 개정을 통해 전후 구속에서 탈피한 방위전략을 정립했다. 동맹의존 방위전략 이 지속성을 강조하는 기존논의와 달리 일본은 탈전후 안보전략에 부합한 미일동맹의 재편을 주도했다.

Abstract

What impact did the conflict between North and South Korea and the cross-Strait division system have on Japan’s post-postwar security strategy, which broke away from post-war constraints? The Kishida Cabinet, which inherited Abe’s reforms, is promoting security reforms that will transform Japan’s post-war security strategy. This study critically reviews the existing discussion that the post-postwar security strategy was the decision of the Abe cabinet and examines the gradual and emergent changes in Japan’s security strategy after the post-Cold War period. Conflicts between North and South Korea and the cross-Strait division system, which had been managed through Cold War agreements, actually intensified after the end of the Cold War. After the end of the Cold War, Japan securitized the conflicts of the two-division system and legislated it as the Surrounding Areas Laws in 1999 and the Act in Armed Attack Situations in 2003. In addition, the defense outline was revised in 1995 and 2004 and a defense strategy that broke away from postwar constraints was established. Unlike existing discussions that emphasize the continuity of alliance-dependent defense strategies, Japan led the transformation of the US-Japan alliance in line with the post-postwar security strategy.
