군사대국의 부활 혹은 보통국가의 완성?: 일본 기시다 내각의 안보전략 3문서 공표와 ‘전후 안보정책의 대전환’

기시다 내각이 지난 해 연말, 국가안보전략서, 국가방위전략서, 방위력정비계획 등 3 가지의 안보전략 문서를 공표하였다. 기시다 후미오 총리는 이들 전략들이 일본 안보정책의 대전환을 이룬다고 평가하였다. 본 연구는 이들 문서들에 나타난 일본의 안보정책 변화를 냉전기와 탈냉전기에 걸친 일본 안보정책의 흐름 속에서 평가하고자 하였다. 냉전기 일본은 평화헌법의 테두리 내에서 자위대의 군사능력과 대외적 활동을 제약하는 비군사화 규범을 공표해 왔다. 그런데 탈냉전기 이후 소위 보통국가론의 대두 속에서 일본 정치가들은 자위대의 능력을 증강하고, 그 대외적 활동도 확대하는 안보정책을 추진해 왔다. 이번 기시다 내각의 안보전 략서들에서도 ‘반격능력’ 보유의 개념 하에 중거리 미사일들의 확보, GNP 대비 방위비의 2% 수준까지 증액 등이 포함되어 있다. 이같은 정책목표들의 달성은 거의 모든 비군사화 규범의 형해화를 초래할 것이다. 그럴 경우 30여년에 걸친 보통국가화의 전략 목표는 거의 달성하게 될 것이고, 일본은 미일동맹 하에서 독일이나 캐나다, 호주 등이 수행하는 대외적 안보역할을 수행할 수 있게 된다. 이같은 안보정책 변화는 일각에서 운위되는 ‘전쟁 가능한 국가’, 위험한 ‘군사대국’으로의 변화라고 보기보다는, 국제사회의 현상유지를 목표로 하는 ‘보통국가’의 완성이라고 평가할 만 하다.
Abstract
Japan’s Kishida cabinet released new strategic documents on the national security and defense policy in December 2022. Amid the pros and cons concerning those documents, Prime Minister Fumio Kishida evaluated them as a grand transformation of the Japanese security policy. Looking back to the evolution of the Japanese security policy, this paper attempts to articulate the real character of these strategic documents. Both the National Security Strategy and the National Defense Strategy asserted that Japan should acquire counter-strike capabilities such as 12-style surface-to-ship missiles and Tomahawk cruise missiles. In addition, those documents made it clear that Japan should increase its defense budget to the level of 2 percent of the Gross Domestic Product (GDP). By acquiring such capabilities and modifying its security posture, Japan can cooperate with the U.S. in an equal position, like other North Atlantic Treaty Organization (NATO) members such as Germany, Canada, and Australia. These policy directions imply that Japan has clearly accomplished the task of becoming a Normal State which had been proposed by Tokyo’s strategists 30 years ago. Japan’s transformation of its security policy can contribute to Korea’s security posture against manifest and latent military threats by North Korea or China. By aligning with the U.S., South Korea, and Japan should overcome historical and territorial disputes and resume cooperation on matters of security .
