2006년의 1차 내각의 출범 때부터 아베내각은 ‘전후체제로부터의 탈각’을 정권의 목표로 삼아왔다. 본 연구는 그 정권의 목표를 국가전략이라는 틀에 비추어, 미일관계와 안보전략 분야에 있어서 2차 아베내각 4년의 성과를 평가하고자 한다. 일본의 전후체제란 요시다 독트린과 그 제도화를 말한다. 일본은 경제번영이라는 전략적 목표를 달성한 바 있으나 바로 그 전후체제에 매몰됨으로써 방위분야에서의 대미의존을 지속해 왔고, 자주적인 국가전략의 수립이 불가능했다는 것이 일본의 보수우익의 판단이다. 그러한 상황으로부터 벗어나고자 하는 체계적인 노력의 출발점이 아베 내각의 국가안전보장전략이다. 이 문서는 국가전략으로서 갖추어야 할 많은 요소들-국가이념의 제시와 국익 분석, 위협요소를 고려한 구체적 행동 계획 등-을 갖추고 있다. 국가안전보장전략과 집단적 자위권의 행사를 허용하는 안보법제 등은 치밀하게 계획된 일련의 법제도 속에 자리 잡게 되었다. 일본 안보정책의 대미 의존은 계속되고 있지만 집단적 자위권에 대한 평화헌법의 속박으로부터는 벗어난 만큼 전후체제로부터의 탈각은 어느 정도 이루어졌다고 할 수 있다. 그리고 일본은 이제 개헌을 향해 나아가고 있다.
Abstract
Prime Minister Abe proclaimed "Breaking-away from the Postwar Regime" as the primary policy goal of his cabinet of 2012, which had been suspended for the unexpected early termination of his first cabinet of 2006. This research is to perform the 4-year mid-term evaluation of the accomplishments in the U.S.-Japan alliance and Japan's security policy innovation in terms of that policy goal. Postwar system was in large part made up by the Yoshida Doctrine and its institutionalization. Japan lacked its own national strategy because it was enjoying the economic prosperity with the help of the dependence on the U.S. security guarantee. One of the efforts to escape from the old system is the National Security Strategy approved by the Abe's second cabinet. The strategy has many qualifications required for to be called as a national strategy and it is placed in the carefully-planned web of policies and laws. Even though Japan's dependence on U.S. security commitment is continuing, it is getting out of the constraint of the Peace Constitution with the legalization of Collective Self-Defense, and moving toward the constitutional revision of the Article 9.
