일본 전후 개혁의 정치: 일본 공창제도 폐지를 중심으로

초록

본 연구는 일본 점령기 시기 일본 공창제도 폐지가 늦어진 원인을 정치적으로 규명하는데 목표가 있다. 미국은 제2차 세계대전에서 패한 일본을 약 7년간 점령하면서 일본 사회 각 부분을 개혁했다. 그러나 일본 공창제도의 경우 여성들의 사회적 지위향상이라 는 취지와 더불어 일본 본토와 미군부대 내 성병확산의 심각성으로 인해 제도 폐지 발령 은 1945년 12월 21일에 공포 되었으나 일본에서 공창제도가 완전히 종식된 시점은 점령 이종료된1958년4월1일이다. 본연구는연합국에의한일본점령기시기일본사회가 개혁되는 과정 속에서 승전국가인 연합국이 일본 공창제도 폐지를 추진했음에도 불구하 고 다른 사회 개혁과는 다르게 공창제도 폐지가 늦어진 원인을 발굴된 1차 자료를 근거 로 분석하였다. 일본의 전후개혁은 대규모 전쟁에서 패전한 국가를 상대로 승전국가가 강력한 사회개혁을 추진한 사례이며 계획된 대부분의 사회개혁은 저항 없이 추진되고 완 성되었다. 공창제도 폐지가 늦어진 원인을 전후개혁의 단순한 예외로 간주할 수도 있다. 그러나 발굴된 1차 자료를 기반으로 진행한 연구 결과 미군정은 당시 일본인들의 공창제도와 매춘에 관한 집단적 필요성이 형성되어 있었음을 확인했고, 사회 개혁은 절충으로 변화하였다. 이러한 사례는 지배와 피지배 사이에서 발생하는 가치의 경합과 교감이 어 떻게 지배자의 통치에 영향을 미치는 지를 보여준다. 일본의 공창제도 폐지가 늦어진 사 례는 미군정의 개혁정치에도 불구하고 일본천황제의 존속을 이해하는데 지배자와 피치 자의 교감이라는 중요한 단초를 제공한다. 그동안 일본의 전후개혁에서 ‘패배를 껴안은 일본’이 부각되었다. 본 논문은 ‘일본을 껴안게 되는 미국’을 서술한다.

Abstract

The purpose of this study was to politically identify the reasons behind the failure to abolish the Japanese state-regulated prostitution system during the United States (U.S.) military government occupation of Japan. The U.S. occupied Japan for about seven years after Japan was defeated in World War II and reformed each part of Japanese society. In the case of the Japanese state-regulated prostitution system, the abolition of the existing system was announced on December 21, 1945, to improve the social status of women and due to the seriousness of the spread of sexually transmitted diseases in the Japanese mainland and U.S. military bases. However, the actual state-regulated prostitution system was recorded to have completely ceased only on April 1, 1958, when the U.S. occupation ceased. This study analyzed the uncovered primary data to explain why the abolition of the Japanese state-regulated prostitution system was delayed, unlike other social reforms, despite the efforts of the victorious Allied Powers during their occupation of Japan. Post-war reform in Japan was an example of victorious countries pursuing powerful social reforms in a country defeated in a large-scale war. This led to most of the planned social reforms being promoted and completed without resistance. The reason for the delay in abolishing the state-regulated prostitution system may be regarded as a simple exception to the post-war reforms. However, the results of the research conducted based on the uncovered primary data have confirmed that the U.S. military government found a collective need for the state-regulated prostitution system and prostitution among the Japanese people and that it turned the social reform into negotiation. This case shows how the competition and interaction of values that occur between the dominant and the ruled affect the rule of the dominant. The failure to abolish the state-regulated prostitution system provides an important clue to understanding the continuation of the Japanese Emperor system despite the reformation politics of the U.S. military government. Till now, ‘Japan embracing defeat’ has been highlighted in Japan’s post-war reforms. However, this paper describes ‘the U.S. embracing Japan’.
