Abstract
This study analyzes the changes in Russian foreign policy stemming from the international relations crisis since 2013. Specifically, it analyzes Russia’s stance toward non-Arctic states in the Arctic, as reflected in Russian foreign policy documents and diplomatic actions, particularly the expansion of economic and security cooperation based on economic cooperation with Eastern countries such as China and India. The Arctic is crucial to Russia’s foreign policy direction. According to Russian foreign policy strategic documents, the importance of the Arctic has increased over time. In particular, amidst the confrontation with the United States and NATO, Russia’s stance toward non-Arctic states shifted from lukewarm to friendly. This shift stemmed from the annexation of Crimea in 2014 and the Russian military invasion of Ukraine in 2022. In other words, the economic sanctions imposed against Russia by Western countries, including the United States and the EU, became a major turning point in Russia’s foreign policy, focusing on the Arctic.
