Abstract
This study aimed to causally explore the dynamics of Russia–Kazakhstan relations from the perspective of the interaction between structure and actors. Specifically, it comprehensively constructed the fragmented reality concerning continuity and change in Russia–Kazakhstan relations, and analyzed their bilateral relationship over the last three decades. It concludes that Russia and Kazakhstan generally maintained a stable alliance while deepening their material interdependence. However, changes in the international environment since the 2010s have led to an emerging ideological divergence in the bilateral relationship. This divergence has fostered a conflict in the interaction between the two countries’ elites, centered on Kazakhstan’s multi-vector policy. Nevertheless, the close political and economic cooperation between Russia and Kazakhstan, which developed before the 2010s, enabled the elites of both countries to manage the conflict in a direction that mitigated rather than exacerbated it, allowing the existing friendly bilateral relationship to persist. Consequently, while the characteristics of elite interaction between Russia and Kazakhstan have changed, this has not transformed the bilateral relationship itself. During this process, the implementation of Kazakhstan’s multi-vector policy has proved more difficult than in the past. Nevertheless, the policy has ultimately persisted, conditional on accepting Russia’s exclusive influence.
