Abstract
The Russian ‘Pivot to the East’ (PTE) policy has transcended a mere foreign policy response to diplomatic isolation following the intensification of Western sanctions. It has been elevated to a long-term national development strategy and a necessary, forced choice for Moscow. This paper aims to analyze the strategic significance and key features of the International Advanced Special Economic Zone (IASEZ), which has been introduced as a new economic development model in the Russian Far East in response to geopolitical shifts and as an extension of the PTE policy. The Far Eastern Federal District (FEFD) holds vast natural resources but is plagued by severe structural imbalances, characterized by demographic decline, economic underdevelopment, and outdated infrastructure. Russia has long utilized special economic regimes, such as the Advanced Special Economic Zones (ASEZ) and the Free Port of Vladivostok (FPV), as key institutional tools to transform the FEFD into a source of new economic growth and national security. Despite the operation of these existing regimes, the Russian government legislated the introduction of the IASEZ. The federal law establishing IASEZ in the FEFD was signed in July 2025 and is scheduled to take effect on January 1, 2026. This study deeply examines the legal basis and geopolitical context of the IASEZ, as well as its role within Russia’s long-term Far East development strategy. The analysis reveals that the IASEZ is explicitly designed to prioritize cooperation and large-scale investment projects with ‘friendly nations’ in the Asia-Pacific region, such as China, Vietnam, and India. Ultimately, the IASEZ reflects the Putin administration’s resolute intent to establish the Russian Far East as a bridgehead for international economic integration centered on these non-Western strategic partners.
