Abstract
This study investigates the reasons behind the expansion of cooperation between China and Russia in the Arctic region from an economic to a security dimension, despite their different legal stances and mutual wariness. Russia regards the Arctic as part of its sovereign territory and asserts exclusive rights, whereas China advocates for joint governance based on international law. Accordingly, Russia has long been wary of China's growing influence in the Arctic, as reflected in its lukewarm support for granting China observer status in the Arctic Council in 2013. In recent years, however, Sino-Russian Arctic cooperation has evolved beyond economic partnerships to include security collaboration, such as the signing of military memorandums of understanding (MOUs) and joint military exercises. Two primary factors account for this shift. First is Russia's isolation from Arctic cooperation following its invasion of Ukraine. After the invasion, Russia was excluded from the Arctic Council, and the accession of Finland and Sweden to NATO intensified the NATO-Russia confrontation within the Council. Consequently, Russia began to view China as a strategic security partner to counterbalance the West, while China recognized cooperation with Russia as a vital means to overcome geopolitical constraints on its Arctic activities. The second factor is the United States’ renewed emphasis on strategic interests in the Arctic and its efforts to strengthen alliances. The U.S. aims to curb the growing influence of China and Russia in the region by reinforcing cooperation with its allies. In this context, the Arctic has emerged as a geopolitical battleground, marked by a widening divide between the U.S. and its allies on one side, and Russia and China on the other. In response to the West’s containment strategies, Russia and China have intensified their security cooperation in the Arctic.
